Terry A. Shirey
Executive Vice President/Chief Financial Officer for Nevada State Bank

Terry Shirey serves as Executive Vice President/Chief Financial Officer for Nevada State Bank. A licensed certified public accountant, he has more than 10 years of experience in managing accounting and financial records. Before joining the banking industry, he was an audit manager for an accounting firm that audited financial institutions, including multi-bank holding companies.

David Goldwater
David Goldwater Consulting

David Goldwater is currently a government affairs consultant for clients with interests in the Nevada State Legislature. He has a background in tax policy, mortgage regulation, energy policy, and transportation regulation. He is the former President of Goldwater Capital Nevada LLC, a mortgage investment business that provided investment services to individual clients as well as private corporations.

In 1994, David was elected to the Nevada State Legislature. During his ten years of service, he served as Chairman of the Infrastructure Committee, Taxation Committee, and Commerce and Labor Committee. He is credited with the creation of a 3 way Worker’s Compensation Insurance system as well as being widely recognized as the author of modern state statutes regarding the regulation of the mortgage brokerage and investment in Nevada. He has served on interim committees to study retail wheeling of electricity and served on Judiciary, Transportation, and Constitutional Amendments Committee in the Assembly. Additionally, Goldwater served 8 years on the Assembly Ways and Means Committee, Chairing the K-12 budget subcommittee.

David has over 15 years of experience in the financial service industry. He was a consultant at Marco Consulting Group, a firm specializing in advising Taft-Hartley Pension Trusts on pension portfolio performance, asset allocation, manager search, and proxy service. Prior to joining Marco consulting, Goldwater managed private client assets at a major NYSE investment company, and he also has covered banking, SEC, and social security issues while serving as the legislative assistant to Representative James H. Bilbray. Goldwater has experience drafting investment policies and establishing due diligence procedures for money managers.

Jerrie Merritt
Sr. Vice President, Bank of Nevada

Jerrie Merritt currently serves as Senior Vice President and Community Development Manager for Bank of Nevada. She began her career in banking at First National Bank of Fairbanks (Alaska) before moving to Nevada in 1982 to take a position with Nevada State Bank. Her banking career includes stints as Operations Officer for Security Bank of Nevada, and as a VP, Branch Manager, and Private Banking Officer for Wells Fargo.

Jerrie was an instructor for Principles of Banking with the American Institute of Banking, the Education and Training Chair with Financial Women International, and was a former Board member and Vice President of the American Institute of Banking. She is a member of the Las Vegas Chamber of Commerce, North Las Vegas Chamber, and is the current VP for the Urban Chamber of Commerce. She also serves on the board of governors for Valley Hospital Medical Center.

James York
President and CEO, Valley Bank of Nevada

A founding member of Valley Bank of Nevada, James York has served as the bank’s President and Chief Executive Officer since 2005.

Previously, James served as Executive Vice President and Chief Credit Officer for Southwest USA Bank, and as Senior VP and Senior Loan Officer/Manager for Silver State Bank. He has also managed commercial and corporate loan portfolios for a variety of institutions, including Bank of America and First Security Bank.

Richard Bartholet
Director of Research, Nevada Small Business Development Center, College of Business, University of Nevada, Reno (UNR)

During his 17+ years at UNR, Richard Bartholet has been involved in a variety of economic research projects, generally leading to policy recommendations in a wide range of topics including energy efficiency, water conservation, economic development and fiscal policy. For several years, Richard managed the Technology Transfer Fellowship Program which utilized MBA students to conduct market assessments, competitive analyses and potential partner identification for new technologies being developed at UNR and the Desert Research Institute.

Prior to UNR, Richard was an owner, president and corporate broker at Pennington & Associates, a business brokerage firm in Reno, Nevada. In this capacity, he was involved in hundreds of transactions involving private equity investments in closely-held businesses. Other prior experience includes being a founder and business manager for SUMMIT Engineering Corporation, a Nevada-based civil engineering firm. Richard currently is the President of Leapfrog Software, a California-based software development company. He serves on the board of The National Security Forum, a Nevada-based non-profit entity that provides a forum for national-security related presentations and discussions, and he is currently president of The Regional Alliance for Downtown, another Nevada non-profit entity that supports improving the economic vitality of Reno’s downtown core.
